Mr. Sam Ross serves as President and founder of BCE. Sam enlisted into the Army as an infantry soldier more than ten years ago. Sam attended Basic Training and Advanced Individual Training at Ft Benning, GA. He quickly became a team leader, after which he was sent to attend the Army’s Air Assault Course. Sam Ross has served as a Forward Observer, Team Leader, and Opposing Force (OpFor) Support Instructor for West Point Military Academy.
Sam has served tours of duty in Bosnia and Herzegovina and was also part of the United Nations Armed Forces for the 10th Mountain Division Light Infantry Unit. After his tour of duty, he enlisted into the Arizona National Guard Forward Artillery Unit, so he can pursue his bachelor’s degree. Sam Ross founded BCE so that he can help his fellow veterans acquire opportunities to grow in the civilian sector after they exit the military. Sam hopes to bring the same focus and integrity into government projects with BCE as he did as an infantry unit team leader.
Sam is a founding member of OSHA STEPS Network in OSHA Region 8. He has over 10 years of experience in general industry, construction industry, environmental, and oil and gas industry. He is a Master Level Instructor and Training Leader. He maintains his AHERA certifications and has served as Asbestos Supervisor and Inspector on multiple asbestos projects.
He is also a Lead Inspector, Mold Inspector, and Air Quality Inspector.
Kevin is the BCE Vice President of Online Learning. Kevin’s vision is to make the world safer, healthier and more productive through the development of immersive training programs. Kevin develops immersive training programs that empower organizations to train people better. Kevin’s numerous skills in immersive training is computer based, simulation enhanced, interactive training, that is lower cost, faster, safer, more effective and more consistent.
Kevin can develop cost-effective, custom training programs, leveraging existing curriculum, using state-of-the-art simulation technology, subject matter experts, senior instructional designers, adult education specialists and sophisticated work method design tools to deliver world class immersive competency training that can be a strategic tool for any organization.
Kevin’s philosophy is to make training fun, safe and effective. His oversight of BCE’s immersive training incorporates state-of-the-art simulation technologies and sophisticated work method design methodologies to deliver superior competency based training.
Kevin McNulty’s diverse background includes mining, software architecture, digital media and online training. Kevin founded Coole Immersive, a “serious games” developer that significantly improved the safety records of our clients.
Kevin designs training systems using learning technologies to achieve measurable performance targets for our clients.
Kevin is a Co-founder of the Canadian Institute for International Trade (CIIT), whose focus is to support new technology companies with business development and export readiness.
Dustin Austin is the Vice President for BCE. Previously he has worked as a Faculty Instructor teaching OSHA Training Institute (OTI) courses for two OTI Education Centers.
Dustin has more than 25 years of experience in Heavy Industrial environments. Whether mining in a rock quarry, digging pipeline, setting explosive charges, monitoring radiation levels, or working at extreme temperatures, Dustin has had many opportunities to see and experience many of the normal and extreme hazards on worksites in his career. Since 2001 Dustin has been using that experience in the Safety field to help ensure that workers are protected from hazards.
Dustin’s efforts have contributed to the transformation of safety within the oil and gas industry on a local and national level. In 2016, he received recognition from top peers within his industry for his contributions to safety within the industry by founding the MonDaks Safety Network. MonDaks is a non-profit organization designed to bring individuals with responsibilities for safety within the Oil and Gas industry together in North Dakota and Montana to share knowledge and ideas that will help to protect workers and businesses. Several of these ideas have led to critical changes within the industry itself. This organization was recognized by Dr. David Michaels as one of the keys to the turn-around of safety in North Dakota. North Dakota is now
leading many aspects for safety within that industry. He has continued to bring those same strategies of bringing people together in other industries to increase safety in their environments.
His reputation has earned him invites to contribute to new and industry changing courses such as OSHA 5810 Hazards Recognition and Standards for On-Shore Oil and Gas Exploration and Production, Field Leadership for Oil and Gas, Field Leadership for Fall Prevention in Construction and the new One Basin One Way, which may transform industry orientations in industry in the future.
Serafima Tsyguleva is the Business Manager of BCE. She has over 10 years of experience in administration and human resources in various fields including medical, business and oil & gas industries.
Having held positions in those fields, Serafima is able to efficiently interact directly with potential and existing clients and tailor her skills to meet their needs. She is experienced in overseeing and managing 20+ employees, including training, file management and record keeping.
As a human resources coordinator, she participated in creating various employee development programs. Serafima’s expertise in data/payroll management systems and project coordination make her an invaluable asset to the human resources portion of her job.
Serafima also has several years of experience as a DOT compliance coordinator responsible for keeping up and following the Department of Transportation regulations at the state and federal level and involved in safety training for compliance with OSHA regulations, as well as periodically auditing files and operational procedures.
As a business manager, Serafima has increased efficiency in many of her assigned roles. She has graduated from Paradise Valley College in Arizona with an Associate's degree in business management and has continued her education at the Arizona State University.
